IMF: a large fiscal deficit unexpectedly Gulf countries .. tough choices

He saw the International Monetary Fund in its periodic report on "Prospects for the economy," that the fall in oil prices and the continuing conflicts constitute a burden on the Middle East and North Africa, Afghanistan and Pakistan, especially with wars in Iraq, Libya, Syria and Yemen, so the growth rate forecast will not exceed the barrier of 3.5 per cent over 2016 to rise slightly to 4.5 during 2017, albeit indicators carry a lot of uncertainty in the shadow of oil price volatility.

The Fund is also likely, with his report, issued Wednesday from Dubai, to lead the financial control procedures and a lack of liquidity to the "larger-than-expected negative impact" on growth, along with concerns about China's economic slowdown and the tightening of US monetary policy. The report predicted in all cases that a large deficit, despite austerity measures recently announced remains.

According to the report, the fiscal deficit in the countries of the oil-exporting region would be a "record" with no expectation recording surpluses only by the year 2021 to be limited to a few countries, namely Iraq, Kuwait and the UAE. In the oil-importing countries, the report did not anticipate a lot of variation in terms of growth rates, especially as the slow pace of improvement in job creation and living standards may exacerbate social and political frictions and setbacks happen in the implementation of reforms.

The IMF in its report that the price of a barrel of oil during 2017 will not exceed an average of $ 51 a barrel, and did not expect recording price gains of more than $ 60 a barrel until 2021, depending on future contract prices.

Despite the significant progress that has been achieved so far, most of the oil-exporting countries face increasingly difficult choices at the policy level to achieve a significant correction in the public finances in the medium term economies still need him. It will require balancing the budget this year to reduce spending by 25 per cent on average, according to the report.

The report warned that - and in all the oil-exporting countries in the Middle East and North Africa - will be fiscal balances in the medium term is much lower than the levels required to ensure the provision of an adequate portion of the income from oil and gas reserves are exhaustible for future generations.
