BAGHDAD The Iraqi army has dislodged Islamic State from the Qayyara oil producing region located south of their de facto capital Mosul, Prime Minister Haider al-Abadi said on Thursday.

"The liberation of Qayyara is an important step toward achieving the larger goal of restoring Mosul province," according to tweets from Abadi's media office.

Iraqi forces last month captured the Qayyara airbase which it plans to use as a hub to support forces advancing on Mosul, 60 km (38 miles) further north.

Abadi hopes to defeat the group this year by capturing Mosul, the largest city under its control in both Iraq and Syria.

The Qayyara region produces heavy sour crude and has a small refinery to process some of the oil.

The chairman of the House of Representatives Saleem al-Jubouri, Thursday, for the general amnesty included 15 law exception for many crimes, denying the inclusion of the perpetrators of terrorist crimes law.

Jubouri said during a press conference at the parliament building and attended "Sky Press," that "the general amnesty law included 15 exception for many crimes," stressing that "there is no health coverage on the perpetrators of crimes amnesty law."

He said the Finance Committee in the Iraqi Parliament member, said Thursday that the total estimated fiscal deficit in the budget next year in 2017, reaching 32 trillion dinars (26.6 billion dollars). 

The total estimated the Iraqi budget for the next fiscal year, which starts early January / January until the end of December / December of the same year, about 102 trillion dinars value (about $ 85 billion).

Issued the following law: No. [] to the 2016

Amnesty Law General:

Article -1 - relieved a general amnesty for Iraqi sentenced to death or to a penalty or negative measures of freedom , whether governance and Jahia or in absentia, gained a degree of bits or not acquired and without prejudice to civil or punitive or disciplinary responsibility.

Article 2 the provisions of Article shall apply [1] of the Act defendants all except those who committed any of the offenses set forth in article [5] of the Act , whether taken legal proceedings against them or who did not move a complaint against them , whether their cases were in the role of the investigation or in the role of the trial and are released than has been captured , including a decision from the courts referred to in Article 8 of this law , after gaining its degree of bits.

Article-3 exempted general amnesty for Iraqi sentenced to death or to a penalty or negative measures of freedom , whether governance and Jahia or in absentia gained a degree of bits or not acquired if the victim and the prosecutor the right to personal foreign occupying forces up to [2011] to make it clear that doomed the killing of Iraqis.
