Baghdad, waving Iraqi Kurdistan to export oil through Iran

The Iraqi government is considering selling crude through Iran if talks with the Kurdish region on the sharing of oil revenues failed.

BAGHDAD - A senior oil ministry official in Baghdad said the Iraqi government would consider selling crude through Iran if talks with the Kurdistan region failed on the semi-autonomous agreement to share oil revenues.

Fayyad added grace deputy oil minister, in an interview with Reuters late on Friday that the Iraqi oil marketing company owned by the state (SOMO) is planning to hold talks with the Kurdistan Regional Government, perhaps next week on Iraqi oil being exported via Turkey.

Grace said, speaking by telephone, "If you got to the end of the negotiations, we will begin to find a way to sell our oil because we need money .. either to Iran or other countries."

And Iraq's second-largest oil producer in OPEC after Saudi Arabia and relies on crude sales in 95 percent of public revenues. The economy is suffering from the dual impact of weak oil prices and the war against al organizing the Islamic state.

The Kurdish region produces about 500 thousand barrels per day of oil in its territory and issued those quantities via Turkey. Baghdad will not be able to divert those quantities to Iran but to order the export shipments of approximately 150 thousand barrels per day being produced in the neighboring province of Kirkuk to the Iranian position.

The oil official, who asked not to be identified, said a deal between Iran and Iraq may be similar to the oil swap agreements entered into by Tehran with the Caspian states.

Under such an agreement, Iran imported Iraqi oil to refineries and exporting a similar amount of oil on behalf of Baghdad from the Iranian ports on the Persian Gulf. Iraq has ports on the Gulf, but there is no pipeline linking the northern fields of Kirkuk.

Grace said that the Iraqi North Oil Company, the state-run resumed pumping crude through the pipeline, which is controlled by the Kurds to Turkey last week, "a goodwill gesture to call them (the Kurds) to start negotiations."

He added that crude pumping resumed instructions from Iraqi Prime Minister Haider al-Abadi after "some understanding" between Baghdad and Erbil. Ebadi said Tuesday that the decision was taken to avoid damage crude tanks.

Grace said that oil mined from the North Oil Company, Kirkuk and pumped into the pipeline flow of approximately 75 thousand barrels a day since last week, or half the rate that was before a stopover in March / March.

He added that if an agreement is reached with the Kurds, the flow through the pipeline will increase to more than 100 thousand barrels per day, and not to the previous level of 150 thousand barrels per day.

Grace said that about 20 thousand barrels per day will be supplied to Sulaymaniyah in the Kurdish region and that a refinery of 300 thousand barrels will be refined locally in Kirkuk.

The pipeline transported oil pipeline to the Turkish port of Ceyhan on the Mediterranean, where Kurds sells independently in the international market as well as the oil produced from the northern region.

And calls the Kurdish government of Baghdad since March / March to resume pumping Kirkuk crude fully Arbil to help finance the war against Tzim Islamic state.

In June a spokesman for the Kurdistan Regional Government said that the Kurds are ready to make a deal with Baghdad if the guaranteed them a monthly income of $ billion, an amount that is more than twice what is currently receiving it from the sale of their oil.

The dispute revolves around the Kurdish oil exports, which Baghdad wants to be placed under its control.

Said Sven Dizayee, spokesman for the Kurdistan Regional Government in June "if Baghdad came and said 'Well, they gave me all the oil that you have and I'll give you seventeen percent ratio in accordance with the budget' which is equal to one billion, I think that it makes sense to accept this thing."

He added, "Whether he went this oil to the international market or went first to Baghdad and then to the market, this does not change anything about it ... We are ready to engage in dialogue with Baghdad."

Dizayee said that the Kurdish government halted crude oil deliveries to the central government about a year ago, a decision was taken when the payments fell from Baghdad to less than $ 400 million a month.

Kurdish government also conflict with the central government over Kirkuk, where the North produced crude oil company, which is claimed by Kurds as part of their area. The Kurds control of Kirkuk two years ago, after the disintegration of the Iraqi army when it invaded the fighters of the Islamic State regulation of third country.
