I believe all licensed currency dealers will be tipped off by the UST and /or IMF before an international rate hits the CBI, Forex or the banking industry. If the UST approves and issues currency sales licences and monitors all sales, they will know exactly when a new rate is coming. IMO, there needs to be some Dinar restrictions with Dealers when this is ready
