I had something similar happen when I made a currency purchase several years ago. There were two identical FedEx packages taped together from the dealer, adding up to a double order. I honestly don't think he was trying to over-sell me; the company has a good reputation, and I sensed integrity from the owner when I called him. Since it wasn't a large outlay I decided maybe this was kismet, and arranged to wire a payment for the second batch.
Yes, it's possible your extra package was intended for and already purchased by somebody else. But it also just may have been a clerical or shipping dept. error. After all, the Messenger of the Gods (good ol' Mercury) and his winged hat were on vacation for almost a month, and just turned direct again!
Either way, since it's important on several levels that all notes be accounted and paid for--spiritual, the tracking by HSBC and Elders, and the broker's accounting--I'd just go ahead and call, with serial numbers in hand.
Some people are saying we need to bring receipts to the exchange, and others that they're no longer important, but if you decide to buy the extra batch just make sure you get a receipt for that transaction too. You'll know from the vibe, I think, whether it was pure accident or not.
