This sounds like to me the return of Ch7 SANCTION monies. I recall that Jordan,London, Lebanon, and UST hold billions of Iraq's money since the Sadam days. I recently read this just last week. Can not recall exactly when but it was in INK. If true than this is huge IMO.

Silliman demands the return of Iraqi funds abroad to invest in the Iraqi interior

Basra / Iraq News Network called the US ambassador in Iraq Dogolas Silliman, on Wednesday, Iraqi funds to invest in Iraq by providing employment opportunities and establish business projects rather than investing in Tehran, Dubai, Beirut and London. Said Silliman during his speech at the Technical University in Basra:

"We want to see Iraqi funds in Tehran, Dubai, Beirut or London back to the country to create businesses and jobs here in Iraq".

And he added that "Iraq is facing a lot of economic challenges because oil prices It decreased and that the reconstruction and securing the liberated areas will be an expensive ", praising" the security forces and the courage of the army and the federal police and the brigades of rapid reaction and counter-terrorism.

At a major Iraqi business event on Monday, there was a strong sense that Iraq’s fortunes are turning a corner, with the Islamic State group (IS, ISIS, ISIL, Da’esh) on the retreat, and substantial export funding newly available for projects in the country.

More than 250 delegates attended the Iraq Britain Business Council (IBBC)‘s Spring Conference in London, with half of those flying in from Iraq.

Amongst detailed discussions on topics such as energy, finance and technology, several soundbites captured the overall mood of the conference:

“Confidence has returned to Baghdad — it is in the air! Baghdad is confident again, and it’s absolutely wonderful.”

— Baroness Emma Nicholson (pictured), UK Prime Minister’s Trade Envoy to Iraq.

“I am confident that Iraq is recovering.”

— Dr Andrew Parmley, Lord Mayor of the City of London.

The IBBC Spring Conference focused on the rising confidence of Iraq’s private sector, bringing to attention liberated areas open to investment, and discussing new areas for expansion, such as infrastructure and technology.
