The rate at which they are paid now 1:1000 for accounting is different than the physical part of the MR which will happen to the LDs. Therefore, although the rate has changed for accounting purposes to be reflected in their pay, the amount of IQD/dollar they receive is the same.
For example, say they get paid 10,000 dinars per day at the 1182 rate (0.00084) in USD. 10,000 dinars* 0.00084 = $8.4. For that $8.4 they get $8.4*1182 dinars = 9,928 dinars.
However they operated in USD so what they physically had was $8.40. Now they still get 10,000 dinars per day at the 1000 rate (0.001). 10,000*0.001=$10 except this has to be converted to dinars now to remove USD. $10*1182=11,820 dinars.
Therefore, they are seeing increased dinars per USD reflected in their pay. This means when the international rate is released, and the zeros are dropped, and $1 = 0.84 dinars or $1.19 = 1 dinar, the extra 19 cents is already paid out to them in dinars, and their math comes out at 1:1
simplifying, removing the fraction. Again, I may be completely wrong as Frank knows so much more than we ever will

Vice Trump and last spoken to al - Abadi announced his position on the chemical inSyria and calls to end the escalation
Mike Pence held by US Vice President Donald Trump, a phone call with Prime Minister Haider al-Abadi, according to the Iraqi government announced on Saturday.

Videos reveal US troops landing in Iraq to fight ISIS
US troops land in Al Khalis town of Diyala governorate, a video obtained by The Baghdad Post revealed on Friday.
The video shows that more US troops are landing in Iraq to support other existing US troops within efforts to regain the Mosul city from ISIS terrorist group.
Another video, obtained by The Baghdad Post, shows the US troops who will help the Iraqi forces via their lethal weapons and training in defeating the terrorist group
These efforts come as part of an offensive launched on 19th of February by US-backed Iraqi forces supported by Iranian-backed IMIS militias to oust ISIS terrorists from Mosul their last major stronghold in Iraq

Currently, the proposal of Iraqi Premier Haidar al-Ibadi to the Kurdish delegation, handed over last Thursday, is under "discussion" by different Shiite and Kurdish circles which refused to expose the content of the proposal.
It is expected that the two sides will undergo "long and continuous " negotiations during the coming period to solve pending questions, particularly on the constitutional Article 140 and the disputed areas between Baghdad and Arbil.
The Kurdish side expected that Ibadi's proposal shall be activated after the liberation of Mosul city, putting the timetable for its implementation.
Last Tuesday, a senior Kurdish delegation arrived here, despite other Kurdish statements that this delegation is not representing the full components of the Kurdish political circles.
The Kurdish delegation held talks with the three federal presidencies, as well as with the chairman of the National Alliance and the political authority of the Sadrist Trend.
The queer matter is that the Kurdish delegation did not have talks with the Sunni powers, which are mainly concerned on the future of Kirkuk province.
Following the visit, Kirkuk Provincial Council rejected the resolution adopted by the federal parliament to un-hoist the Kurdish flag in the province , as well as voting for a referendum for self –determination for the multi-ethnic province.
Kurdish sources reported that Baghdad agreed to "activate Article 140 , which stipulated that the executive authority will undertake normalization and statistics of population that will end in a referendum in Kirkuk and other disputed areas to determine the will of the citizens there.
