In a statement, the Presidency said Sumerian received news ", an Iraqi delegation headed by Qahtan al-Jabburi, Adviser to the President of the Republic today, went to the Belgian capital brokslt, stating that" the delegation comprises representatives from Sunni and Shiite Muslims the devotions-Christian religious and political weshkhsat walasidien ".

She added, "the delegation went at the invitation of the European Union and the European Parliament and the Belgian Government (Sant'Egidio)", stating that "the delegation aims to obtain international support for Iraq in the fight against terrorism and to the liberated areas of terrorism and the reconstruction of the liberated areas of organization of ISIS and return to their homes, as well as activating national reconciliation and promoting community civil peace."

The Secretariat to the Cabinet, Thursday (10 November 2016), on Iraq's participation in international stability support group meeting in the Danish capital Copenhagen, noted that representatives of the participating States expressed their support for Iraq in its fight against Al "ISIS" and their willingness to support him in all areas.

UNESCO works to meet huge education needs of displaced students in Iraq

Iraq, November 12, 2016

After Syria, Iraq has the third largest number of IDPs in the world – 4.4 million (figures from “UNHCR Global Trends 2015”) with the majority of school-aged IDPs lacking access to education. With military operations currently underway in Mosul, it is expected that up to an additional 1 million people could be forcibly displaced due to violence and conflict.

UNESCO, with funding from the Government of Japan, has been supporting access to, and improving the quality of, education for IDPs, with a focus on getting adolescent boys and girls back to school. As part of this work it launched two emergency projects to provide adolescent girls and boys of IDP communities and Syrian refugees currently residing in the Kurdistan Region of Iraq with education support to ensure gains already made were not lost. Secondary education also acts as a protection from abuse and violence for both boys and girls in times of conflict.

The first project Bridging urgently the gaps in secondary schooling for girls of IDP communities in Iraq aimed to ensure access to, and improve quality of, secondary education and reached more than 5,000 students from IDP communities, with activities including exam preparation and engaging teaching techniques. It also provided safe learning spaces, incentives, transport and supplies for IDP teachers and students, and equipment and supplies for schools.

Expanding secondary education for Syrian refugees in Iraq

The second project, Expanding secondary education for Syrian refugees in Iraq, reached more than 1000 Syrian boys and girls living within camps in the Kurdistan Region of Iraq. It harnessed education to contribute to stability and security and to promote conflict prevention, a culture of peace, and social cohesion among refugees and the host communities.

The Kurdistan Region of Iraq currently hosts nearly a quarter of a million Syrians, 75,000 of whom are children and youth under the age of 18, a large share of which have no access to education.

Building the future for displaced children

As part of an earlier project titled Providing access to quality education to adolescents and young adults in conflict-affected areas in Iraq and using funds provided by the Kingdom of Saudi Arabia, five new schools for students of IDP communities were opened.

In order to increase and improve quality space for students, prefabricated school premises were provided and the community became involved in the renovation of existing schools including building school desks (Video). Teachers and members of Parent Teacher Associations received training on INEE minimum standards, and textbooks, teaching aids, equipment, stationery and school running costs were also provided.

Ahmad Yousef was one of the 18 IDPs contracted by UNESCO to build 450 school desks, an activity that will help secure his child’s education and form part of the educational journey of the whole community.

“I am happy that I am able to contribute to my child’s education by providing the schools with more desks to accommodate more students,” said Yousef.

The construction of the desks not only helped 1000 students receive a better quality education but was a significant income generating activity for many families.

“We want our children to receive an education despite the circumstances that they are in. The school desks will ensure that more children are able to attend school” said Zainab, a mother working on building the desks.

Overcrowding is still an issue and it is hoped that before the December finish additional pre-fab caravans will be installed.

UNESCO is to scale up its education assistance in 2017 to meet the needs of hundreds of thousands of internally displaced children and adolescents in Iraq, building on its previous work.

“As Iraq is witnessing a new humanitarian emergency, bridging widening learning gaps is critical to bring stability, a sense of normalcy and hope for the future for thousands of internally displaced children and young people.

This is why UNESCO puts IDP education at the heart of its work in Iraq”, said Louise Haxthausen, Officer-In-Charge of the UNESCO Office for Iraq in Baghdad.

The Iraqi military forces and the Counter‑ISIL Coalition are driving Islamic State in Iraq further and further back. The people there urgently need help to overcome the impact of destruction and terrorism and enable internal refugees to return to their homes.

The German Federal Foreign Office has significantly extended its engagement and is providing assistance for stabilising Iraq to the tune of around 41 million euros in 2016.

Creating opportunities, improving prospects at home

Establishing crucial infrastructure and supplying essential provisions are top priorities for reconstruction assistance in Iraq. Mines and booby‑traps also need to be removed.

In addition, reconciliation measures are helping to restore public security and create a space in which conflicts can be resolved by political means.

Of the 41 million euros the Federal Foreign Office is using to help stabilise Iraq, a total of 13.5 million euros is being channelled to the Funding Facility for Immediate Stabilization (FFIS) of the United Nations Development Programme (UNDP), the key instrument in this sphere.

Preparation of humanitarian assistance for refugees from Mosul

With the start of the military offensive on Mosul in mid‑October, concern for the civilian population fleeing from the beleaguered city is mounting.

Hundreds of thousands of people are expected to flee and they need accommodation and medical care. In readiness for this humanitarian challenge, the German Red Cross has prepared drinking water and hygiene items for up to 54,000 families, as well as more than 48,000 blankets, kitchen sets, kerosene stoves and water canisters, with German financial support.

To date, Germany has earmarked a total of 13.6 million euros via various organisations to care for the Mosul refugees.

Immediate emergency care for liberated cities

One example of immediate emergency care for the cities liberated from IS is the town of Sinjar in northern Iraq.

It was severely hit by IS brutality in the form of massacres, forced displacement and even enslavement of religious minorities.

After liberation by the Peshmerga in early 2016, Sinjar was almost completely destroyed.

Strengthening confidence in security organs

Iraqi people’s faith in state institutions has been severely undermined. Before they are willing to return to their homes in the long term, a fundamental confidence that the security organs will respect rule‑of‑law principles needs to be restored.

The International Organization for Migration (IOM) is establishing a citizen‑friendly community police force with financial support from Germany. Police stations are being renovated or newly equipped, technical training is being provided and vehicles supplied.

The focus of the Community Policing programme is on building and strengthening confidence through regular, close dialogue between security forces and the population, for instance through workshops in holding camps for internally displaced persons and joint further training courses for police officers, community representatives and citizens.

BAGHDAD /tomorrow Press – Confirmed the parliamentary finance committee member Majda al-Tamimi, said Tuesday that re-examine the fiscal policy in the country has become inevitable, stressing that it is necessary to diversify the revenue until the economy not be subject to fluctuations in world oil prices and policy affecting the oil market.

She said Tamimi in an interview for “tomorrow’s Press,” that “the general budget still depends largely on the oil revenues, which amounted to about 86%not to mention the absence of other sectors and have yet to find those considering or actual steps of the previous governments and the current to change this approach, it is imperative to restore public finance policy and provide what is more worthy to work with and this is it inevitable to provide subject for discussion”.

She said Tamimi, “it is necessary to diversify its revenue so it is not the economy subject to fluctuations in world oil prices and policy affecting the oil market,” indicating that “it is by stimulating the export subsidy policy and the trend towards investment in the real sector and the importance of opening the door for foreign direct investment as playing a significant role to reduce production costs and improve quality”.

She stressed that “there are ideas and proposals submitted to the Committee and will be discussed in turn after the completion of the vote on the 2017 budget being busy, and will be discussed by effectively to put an end to this file, which repeats its mistakes every year without change”.
