ERBIL, Kurdistan Region -The spokesperson of the Kurdistan Regional Government (KRG) says Erbil is supportive of talks with Baghdad over oil export and revenues.

Speaking to Rudaw on Wednesday, Safeen Dizayee praised the newly appointed oil minister in Iraq Jabar al-Luaibi as "professional" and welcomed his recent comments about the Kurdistan Region.

"We are ready for talks and express our gratitude towards the new oil minister," Dizayee said, referring to al-Luaibi's comments on Monday in Iraq's Al-Sumariya TV, where the minister said he wanted to solve the pending disagreements with the Kurdish government over revenue sharing.

The Iraqi central government has virtually suspended all payments to the KRG since February 2014 after it accused Erbil of selling its oil independently of Baghdad.

The KRG is exporting around 500,000 barrels per day directly to the Turkish Ceyhan port and has received the revenues from international buyers largely without Baghdad's interference.

"If there is a strong will in Baghdad for negotiations, of course we are ready to meet," Dizayee said. "But for us the issue is not personal, as we had the same problems with former oil minister Adil Abdul Mahdi, who was even a great friend of the Kurds."

Al-Luaibi is one of five newly appointed ministers by Prime Minister Haidar al-Abadi, who has struggled to reshuffle his controversial cabinet for months.

"We need to seriously look into the problems and find solutions that serve all the people of Iraq," Dizayee said.

Deputy Chairman of the Committee of Economy & Investment Alnaabh, Harith al-Harthy, said Thursday that the World Bank loan will contribute to the development of local industry and increase revenue.

Harthi said in a statement that "the amendment Act No. {13} of {2006} ensures the investor economic areas wider in terms of work and openness to the country and local industry economy in order to be upgraded, especially that it was delayed for production and faded somewhat in the last period."

He added that "foreign investment in the country will encourage the national industry through better put to the market, which creates a kind of competition, and thus will have positive returns on the economy," pointing to "work to overcome the difficulties in front of investors and provide the right environment for them."

He noted that "the World Bank, which was distributed at different rates on real estate and agriculture, investment banks loan it opening the doors of the local industry development projects open for those wishing to do so."

He was a member of the parliamentary finance committee Haider al-Kaabi said a previous statement the {Euphrates News} "The World Bank loan granted to Iraq did not meet the actual need for a temporary solution to the crisis," likely to "take advantage of the loan funds to meet the shortfall in salaries while the provision of the loan for the advancement of health and agricultural Balqtat and infrastructure.

The International Monetary Fund, and international partners, the World Bank had agreed to give Iraq a loan of {15} billion dollars.

He said MP Ali al-Badri told a news briefing that "there are a lot of ministers extorted by some corrupt officials and to pay sums of money, pointing out that among these ministers are the minister of defense, finance and electricity."

Aug 18 Iraq has resumed pumping oil from fields operated by state-run North Oil Company (NOC) via a Kurdish pipeline to Turkey, a spokesman for the oil ministry in Baghdad said on Thursday.

About 70,000 barrels per day (bpd) are being pumped through the pipeline controlled by the Kurdish regional authorities, spokesman Asim Jihad told Reuters, giving no further details.

Pumping stopped in March due to a dispute between the government in Baghdad and the Kurdistan Regional Government (KRG) over the control of Kurdish oil exports.

The resumption of crude flows through the Kurdish pipeline should ease the financial burden on the Kurdish government that was hard hit by the collapse of oil prices two years ago.

Kurdish officials in February warned that the economic crisis could increase desertions from their Peshmerga fighters that battling Islamic State group which controls vast swathes of territory just west of their region.

The new oil minister in Baghdad, Jabar Ali al-Luaibi, expressed optimism on the day of his appointment on Monday that the problem with the Kurds could be resolved.

Kurdish forces took control of the long-disputed Kirkuk and its oilfields in June 2014 after the Iraqi army's northern divisions disintegrated in the face of Islamic State's advance

Iranian-backed Iraqi Shi'ite militias are also fighting Islamic State near the Kirkuk fields.

Former oil minister Adel Abdul Mahdi in March demanded that the Kurds return to a previous oil agreement or sign a new agreement in order to resume pumping through their pipeline.

The previous agreement provided for the KRG to transfer to Iraq's central state oil marketing company 550,000 bpd produced in their region, in return for a 17 percent share in the federal budget. The Kurds stopped oil transfers to the government last year, at which point they also stopped receiving federal funds.

OPEC's second-largest crude producer after Saudi Arabia, Iraq produces 4.6 million bpd, of which about 500,000 bpd from the Kurdish region and the rest from the oil-rich south.
